Job Description:
WHAT WE'RE DOING This role supports the US Missile Defense
Agency in delivering the next generation Command and Control Battle
Management and Communications systems to protect our military and
country. You will be working with best in class subcontractors that
are industry leaders in their domain, to develop and deliver
innovative solutions for our customers. THE WORK • Supplier
Management – Serve as primary point of contact for labor-based
T&M contracts, establish and maintain supplier relationships,
monitor performance, and resolve issues. • RFP Management – Draft,
issue, and track Request for Proposals for labor based T&M
services. • Proposal Analysis – Compare pricing, labor rates, and
labor hour estimates; perform cost realism and price reasonableness
reviews. • Offer Development – Prepare subcontract offers,
including labor rate tables, labor hour forecasts, and applicable
FAR/DFARS clauses. • Negotiation – Conduct negotiations with
prospective subcontractors; resolve pricing, scope, and compliance
issues. • Resource Control Board (RCB) Submissions – Send weekly
RFP’s, compile and submit candidates. • DD254 Generation – Produce,
issue, and modify Defense Department Contracts Data (DD254)
documents. • Subcontract Modifications – Process amendment requests
(additions, deletions, scope changes) and update contract files. •
Funding Analysis – Track labor cost accruals, verify funding
availability, and reconcile subcontract budgets against program
forecasts. • Compliance & Documentation – Ensure all subcontract
actions meet FAR/DFARS, ITAR/EAR, and Lockheed Martin (LMAP) policy
requirements; maintain audit ready records. • Works as a key member
of the C2BMC subcontracting team; collaborates daily with program
managers, engineers, contracts administration, and purchasing. •
Expected to operate independently on routine T&M contracts
while escalating complex or high risk issues to senior contracts
leads. • Works collaboratively across functional teams. • Lead
meetings with assigned Subcontractors as needed. WHO WE ARE •

Qualifications • Bachelors degree from an accredited college, or
equivalent experience/combined education. • Supply chain knowledge/
experience from statement of work (SOW) through purchase order (PO)
closure and/or Material Procurement experience. • US DoD industry
experience. • Experience with Microsoft Office/Team applications. •
Ability to obtain and maintain a US DoD TOP SECRET clearance, to
support this government contract. Desired skills • Experience with
LM Procure to Pay (P2P) or SAP. • Experience managing both
development and production subcontracts. • Knowledgeable of
Lockheed Martin Policies, Procedures, and Regulations. • Experience
managing Time & Material subcontracts. • Experience working with
SAP and P2P or similar ERP system. • Demonstrated subcontract
experience to include development of RFP’s, statements of work,
evaluation criteria, and source selection criteria. • Demonstrated
ability to manage risk mitigation plans, resolve cost and schedule
issues to meet program needs. • Strong negotiation, leadership and
communication skills. • Experience with Federal Acquisition
Regulations (FAR) or Defense Federal Acquisition Regulations
(DFAR). • Prior experience working in procurement and the Lockheed
Martin Acquisition Procedures (LMAP)/FAR/Lockheed Martin Commercial
Acquisition Procedures (CAP) or similar acquisition processes.

Part-time Remote Telework: The employee selected for this position
will work part of their work schedule remotely and part of their
work schedule at a designated Lockheed Martin facility. The
specific weekly schedule will be discussed during the hiring
process. Work Schedule Information Lockheed Martin supports a
variety of alternate work schedules that provide additional
flexibility to our employees. Schedules range from standard 40
hours over a five day work week while others may be condensed.
These condensed schedules provide employees with additional time
away from the office and are in addition to our Paid Time off
benefits. Security Clearance Information This position requires a
government security clearance, you must be a US Citizen for
consideration. Pay Rate: The annual base salary range for this
position in California, Massachusetts, and New York (excluding most
major metropolitan areas), Colorado, Hawaii, Illinois, Maryland,
Minnesota, New Jersey, Vermont, Washington or Washington DC is
$57,400 - $101,200. For states not referenced above, the salary
range for this position will reflect the candidate’s final work
location. Please note that the salary information is a general
guideline only. Lockheed Martin considers factors such as (but not
limited to) scope and responsibilities of the position, candidate's
work experience, education/ training, key skills as well as market
and business considerations when extending an offer. Benefits
